The troop management system is quite terrible; the whole thing is a fake; you receive four troops, but two of them must resupply a group of troops that left because of poor obedience. This downward spiral is set off as soon as obedience and morale values decline. As a result of having insufficient troops, your citizens set fire to your constructed buildings, such as temples or gold mines, which lowers your morale and/or obedience ratings.
